Would you explain, please, what is your mission here. Why “Pages using duplicate arguments in template calls” and “Pages with broken file links” must be in English even though other Wikis may use their own languages, see for exemple, Eesti, Esperanto, Italiano, Basa Jawa, Romana, Russki... This category is filled by system and this name is defined in mediawiki message. So even if you move this category, problematic pages will be in the english-named category until somebody change this name in mediawiki message (see summaries which ones).

You may opine me as a dummy but I do not understand the point of this matter. So, why Wikis of Asturianu, Bosanski, Corsu, Cestina, Cymraeg … may use their languages but not Ido?
Because somebody changed these messages, probably in in http://translatewiki.net . See MediaWiki:Duplicate-args-category vs. bs:MediaWiki:Duplicate-args-category or MediaWiki:Broken-file-category vs. co:MediaWiki:Broken-file-category.
